The assignment aimed at establishing information about the existing state of the districts on creation of an enabling environment to increase access to clean energy alternatives and there after facilitate a process to guide the Local Governments on district level energy planning in 19 selected districts of Albertine Graben.
The objectives and goals of the project included Conducting an assessment and identify gaps in the district energy planning process with the guidance of the GIZ/MEMD “Guidance for mainstreaming Energy into District Development Plans and Annual Work Plans”, Identifying strategies that should be put in place to address gaps in the district energy planning process informed by the CDI experience and piloting of the implementation of the GIZ/MEMD guidelines in 17 District Local Governments in Lango and West Nile sub-region, as well as Supporting selected District Local Governments in the process of developing District Renewable Energy Strategies.
Activities included Key Informant Interviews with technical staff, Leaders of District Local Governments, civil society and private energy sector to highlight the gaps in the district energy planning processes, Technical Workshops aimed at supporting selected districts to develop their renewable energy strategies.
The districts targeted in the study included; Kisoro, Rukungiri, Mitooma, Bushenyi, Rubirizi, Kabarole, Bundibugyo, Masindi, Hoima, Buliisa, Kyenjonjo, Kibaale, Kagadi, Nebbi, Arua, Maracha, Koboko, Moyo and Adjumani
